I want to help here, but it is hard to say this person is noteable when he is not even listed in the references cited. If this article is to stay within Wikipedia, it must meet Wikipedia's guidelines. I at least need to see references where this person's name is mentioned. If this person was truly noteable, I imagine there might be webpages or articles about him from reputable sources. As soon as that noteability is established, then the page is ok to stay and a mention can be made on the List of UIUC people page. In those days without the internet if a engineering company from a third world country gets listed in ENR then for that achievement alone the Managing Director or Chairman has passed the Noteability criteria.
