Prior to receiving his appointment, Mr. Khazaee held positions in international development financing between 2002 and 2007, serving as both Vice-Minister for International Affairs and President of the Organization for Economic and Technical Assistance in Iran’s Ministry of Economic Affairs. Concurrently, he served as Governor of the OPEC Fund, Vice-Chairman of that organization’s Investment Committee, Alternate Governor for the Islamic Development Bank and a board member of the Iran-Misr (Iran-Egypt) Development Bank. From 1988 to 2002, he represented his country at the World Bank. From 1981 to 1988, Mr. Khazaee was a Member of Parliament, where he served as Rapporteur of the Economic Committee (1982-1988) and the Banking Reform Committee (1981-1982). [8]

In response to a June 19, 2007 letter from Israel's deputy U.N. ambassador Daniel Carmon to SecretaryUnited Nations Secretary-GeneralBan Ki-moon, which urged the international community to denounce Iran's "systemic, grave, and widespread" violation of human rights, Mr Khazaee indicated in his letter of July 27, 2007 that the Iranian government would not respond to "baseless allegations and distortions about the situation of human rights" in Iran. "Israel's futile attempt to raise allegations against others' human rights situation is nothing but a preposterous, and indeed tired, practice to distract the international community's attention from its shameful human rights record," he said. [11][12][13][14]

Ambassador Khazaee initiated contact with Columbia University through Richard Bullet, a faculty member, on behalf of Iranian President Ahmadinejad who wished to speak there. [15] [16]
