I have seen some sources, such as the movie novelization of Return of the Jedi, call Jerjerrod "Commander Jerjerrod". It's possible the decision to have him be a Moff came late in post-production, hence the difference in his rank in spoken dialogue and his rank in the credits. Or, it could be just a blooper along the same lines as Admiral Motti calling General Tagge "Commander" in A New Hope. -- Kooshmeister

I believe they have him put down as "Moff Jerjerrod" in the Special Edition credits at least.
