There should be some material on the controversey surrounding MITRE and its use of sole source contracts. The professional services organization has lodged protests with Congress, DoD, and GAO regarding MITRE. (GAO reports and Congressional resarch reports) Also, other independent not-for-profit research organizations have filed formal complaints with the Air Force regarding non-competitive practices.
