- Latitude is granted in userpages for good users who are making serious contributions to the encyclopedia. According to the contribution history, this user has only edited the userpage. That seems to support the allegation that this is spam, not a valid user page. Delete but I'll reconsider if the user begins to make serious contributions to the project.
