[edit] The flag

Is everybody sure that this is the flag of the Minister of Defense? Because, as in the case of the flags of the President, the Prime-Minister, or other Members of the Cabinet, I have NEVER seen them in use!

And please, try to find a different answer than "They are found in Album des Pavillions (2000)".
