U.S. law permits copying of images or text for 'criticism, comment, news reporting, teaching, scholarship, or research.' [1]. The image is used to illustrate a historical event that is discussed in the Regine Velasquez article. No other source could be used to provide this image. The Low resolution image is only a screen capture from a music video and does not impede the copyright owner's use.

Screenshot was taken from GMA's New Year's Eve TV special and feature's Regine Velasquez performing the song 'Written in the Sand' on top of the Manila Peninsula Hotel in Makati City on the eve of the New Millennium. The broadcast was beamed all over the world to coincide with 12:00 Midnight in Manila.
