Well, are you using the list from here? Partizan qualified for UEFA Cup at least. They will not qualify only if they qualify for CL. For the other leagues, the cup winners are listed with a reference given that losing finalist will qualify if the cup winners qualified for CL. This is why I put Partizan into the list. For the translation, if it is an article, English names (e.g.: Red Star Belgrade) should be used. But in talk pages, the use of the names does not matter. However, you're right. I'm too serious.
