[edit] Vatican City Information

The statement: "As a theocracy, it may not join the Union..." is confusing. Is the Vatican City not allowed to join the EU or will it most likely not join, of its own volition? The statement should be rewritten to say either: "As a theocracy, it is not allowed to join the Union..." or "As a theocracy, it may choose to not join the Union..."
