In 1972, a San Diego developer, Ernest W. Hahn Development Co. starts exclusive negotiations with Santa Rosa city officials to build a shopping center in downtown renewal area. However, in 1973, Codding Enterprises, a Rohnert Park developer, filed a lawsuit against Santa Rosa attempting to block the issuance of tax bonds to help finance the city's urban renewal plan. In 1975, Hahn finally received approval to buy 30 acres in downtown Santa Rosa for the devolopment of Santa Rosa Plaza. Finally, Santa Rosa Plaza held its grand opening during 1982. Less than half of the mall's 128 stores were leased by tenants. In addition, construction costs exceeded original estimates of $35 million, reaching a reported $55 million. In 1983, a limited partnership led by New York-based Corporate Property Investors buys mall from Hahn for $42 million. 10 years after a lawsuit triggers a decadelong legal battle between Codding, Hahn and Santa Rosa, the 3 parties finally settle, with Codding losing the legal battle. Another change of ownership occured 15 years after the last sale, when Simon DeBartolo Group acquired Corporate Property Investors and its 23 malls, including Santa Rosa Plaza, for $4.8 billion.[1]
