[edit] History
Westlake Shopping Center was originally known as Westlake Town and County Shopping Center. It had its groundbreaking in 1948, making it one of the earliest malls in America. Westlake was by Westlake Development Company, who sold the mall to Kimco on October 22, 2002. [1] Westlake is currently undergoing a renovation. The old J.C. Penney was torn down and replaced by Home Depot. In addition, a Cost Plus World Market opened in a brand new building in the center of the mall. Phase I of the renovation modified the mall’s center strip to create a “Main Street”. look.[2] Phase II involves construction of 96,005 sq ft of new retail uses, including construction of a 30,000 sq ft second floor addition to the existing one-story retail building. Phase II also involves construction of a 160,666 square foot parking garage, construction of necessary public improvements, relocation of existing utilities within the shopping center, and upgrading pedestrian walkways and vehicular facilities .
