[edit] "Emperor"?

I find this highly dubious. The emperor (tennō or mikado in Japanese) was in Kyoto, and was usually not connected with affairs concerning foreigners. I believe that "emperor" refers in this case to the shogun, whose capital, Edo (now Tokyo) was very close to where Cooper arrived. Indeed, early western sources to refer to the shogun as the "emperor"--e.g., Samuel Wells Williams' The Chinese Repository speaking of the Prince of Mito, brother of the Emperor-- the "Prince of Mito" refers to the Tokugawa family of the Mito Domain-- a branch family of the shogun.
