No free equivalent. The subject is in hiding in fear of his life. A search of Google turned up only one other photo of the subject, from a Government source; Flickr returned no relevant hits, the probability that non-copyright photographs of the subject exist is therefore extremely remote.
Respect for commercial opportunities. This is a high res image from an official website, suggesting this is not a commercial photograph.
This is to be the only non-free medium to be used in this article.
