I may have made a mistake in saying that ArbCom proclaimed parapsychology a scientific discipline unequivocally. Rather, the ArbCom said that

Parapsychology has an ambiguous status, engaging in scientific research, but strongly criticized for lack of rigor.

And it also stated that:

In addition to mainstream science which generally ignores or does not consider the paranormal worthy of investigation, there is a scientific discipline of parapsychology which studies psychic phenomena in a serious scientific way...

My interpretation of this is that while parapsychology is a scientific discipline, it is not known to the ArbCom whether it follows every rule of science perfectly. However, in the absence of any way to determine this conclusively, the ArbCom chooses to treat parapsychology as a scientific discipline for the purposes of editing (not that only the view of parapsychologists should be represented in articles). This is a rather negative interpretation, as it could equally well be interpreted that the first statement merely reflects the perception of parapsychology in the world, whereas the second states clearly that parapsychology is a scientific discipline.

At the very least, I don't know how one could interpret this to mean that parapsychology is merely a belief, to be relegated to a heading of "Religion, mysticism and mythology" [1] as Raul wanted to do.
