The word "mandate" has come to attention recently in light of George W. Bush's reelection to the Presidency, which is being deemed a "mandate" by the electorate. Even though this usage falls within the literal meaning (the denotation) of the word, the common usage of the word usually implies a "clear mandate" (a connotation), wherein a clear majority of the electorate has voted approval of a candidate, and hence that candidate's broad policy objectives.
It needs to be kept in mind that a victory of 51-48% does not constitute a "clear mandate," but is nevertheless a mandate in the denotative sense. It is a word that will now be used to justify all policies of an administration and there is a need for clarity in understanding how it is being used.
