I believe this is fair use because:

It is an historically significant photo of a famous individual.
The photo is only being used for informational purposes.
It is a low resolution copy of the book cover, and the small size means that the picture does not limit the copyright holder's ability to exploit the original image (it is effectively a thumbnail).

This image is of a book cover, and the copyright for it is most likely owned either by the artist who created the cover or the publisher of the book. It is believed that the use of low-resolution images of book covers

to illustrate an article discussing the book in question
on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation,
