Was the main-line built before the A406 arrived on the scene? The carriageways were always flared, therefore it would appear that what was the M11 J3 to J4 section would have constituted merely the slip roads from A12 to M11 (via the "M15"). Exactly analogous to the situation today. Therefore the mainline of the "M15" wasn't built until 1987 as the A406.
