Born to Luis Enriquez Morse Delgado and Alma de la Barrera (formal name de la Barrera Morse). Has a younger sister Alma Rosa Morse, and two daughters Carolina and Susana. His daughters were both from his first wife Berta Montalvo. His second wife, Manty Sabates, served on the Dade County School Board.

After leaving the legislature, he served as deputy secretary, then secretary of Elderly Affairs.

A veteren of the Bay of Pigs Invasion, he is often mistaken for his father who captained the freighter Houston.
