[edit] Rolf Syndrome
Rolf [1] Syndrome [2] or 'RS' (known as victim [3] in this text) impacts almost all work places throughout the world. Symptoms include the inability to take responsibility, make decisions, meet deadlines (due to fictitious problems) and on occasion total isolation of work colleagues; but still viewed as a vital resource by the hierarchy [4].
The victim [3] seems competent, organised, willing to learn and well educated. Working with the victom [3] reveals no competence just an ability to pass on work and take all credit. Their (victims [3]) organisation skills quickly fall down. The victims [3] ability to learn and current education is difficult to analyse until the affected person is left to work alone.
The consequences of RS are discontent, demoralisation and near mutiny of all employees working with a RS victim [3].
[edit] How to spot the symptoms

- Permanently happy with a grin that indicates they feel there is no problem and fully able to work with others.
- No interest in TV or any modern entertainment. Main interests include maypole [6] dancing and having a wide circle of (make believe) friends.
- Married, usually for the second time to a wife who looks completely out of character but seems to be very happy (drugged? [7]).
- When a fault* occurs it is immediately followed by glee from the victim [3] who rushes to tell everyone they (the victim [3]) cannot continue work until the fault is rectified; this generally results in a one month down time regardless of the fact that the fault* was fixed some thirty seconds after it appeared by the person who had caused it. Generally due to the nature of their (colleagues [8]) work and the actual downtime had been scheduled for weeks.
- Project management see that their project is going array and seek to locate the problem which is diverted in all directions away from the victim [3]. The victim [3] is then viewed as the only person who is working for the best interests of the project.
- The victim [3] will find any minor issue a good time to email senior management (or if they are senior management the directors: if they are directors they will create a new level of management) stating the route of the cause is due to incompetence by others.
- Eventually the victim [3] becomes unstuck resulting in the blamed [9] banding together. A meeting is called and the victim [3] is given an opertunity to explain, naturally the victim [3] cannot and the meeting soon falls apart. The attendees leave believing justice has been done but, hold on, the victim [3] walks back from the meeting with their boss and explains a new situation, they (the victim [3])are then credited with calming a potentially difficult situation and creating happiness.

The name Rolf [1] can come from the name Rudolf [10]. Rudolf [10] is derived from ‘Fame’ and ‘Wolf’ [10]; the only famous wolf that springs to mind is the ‘big bad wolf’ [12] who is fictitious and quite incompetent.
Fault* should not be mistaken for fault[11]
