The fair use rationale seems to be a Wikipedia concept, not a legal concept. If they reserve all rights, then we have no right to use the image. In the United States, there is a concept of Fair Use which allows us to use the image to certain limited extents. Wikipedia has it's own guideline which further limits what images can be used, how, and why. The rationale should explain why the image meets those criteria. ~ BigrTex 18:37, 9 August 2007 (UTC)
