To whom it may concern;

This is a particular troubling situation that needs to be shared with the public. Especially considering all of the media coverage on abductions.

I pride myself on our area and how safe I have always felt living in Virginia Beach. On Monday, October 23, at about 4:30pm, there was an African American male, in his mid 30's to 40's, who drives a dark green SUV that chooses a different place everyday to prey upon caring, good-hearted naive people that want to help. He waited off of Regent University Road, towards the stop sign there before you can connect to Centerville Turnpike. He has his 6-8 year-old son with him. He gives you his heart felt, and tragic, story about his wife and very young infant in the car that haven't eaten in several hours and how someone put water into his gas tank and his car won't work and how the towing company is only going to charge him $30. He tells you he's from Portsmouth, his brother is supposed to get off of work and come to get them, but not for two more hours. Then, he needs to call someone else and they are going to tell him to pay $100 dollars. He sits there and preys upon your good nature. He's very kind but keeps telling you lots of information that doesn't add up to get you to pay him any money you have. When you offer to help or call the police he changes his story, thanks you very much and sends you on your way. He changes his tune very quickly. It is a rising concern to everyone. These "scam artists" are taking advantage of our kind heartedness and humanity. This is a serious concern because this person chose a particularly hidden road to stop his car in a dangerous curve and wave at people for help with his son standing there with him, preying on passers-by to feel nothing but concern for them. He's very convincing. You cannot avoid him, or possibly a lawsuit from him for being hit by your moving vehicle. They distract you with all this information and ask you a question so that you can't register and make sense of the information they have given you. When I spoke to the dispatcher for Virginia Beach Police Department, they confirmed they have had several reports of this man. Please Bring it to the public's attention in order to catch this scam artist taking advantage of kind and caring people's wallets and sensitivity, not to mention our safety.
