Talk:List of welfare organizations

What might be the consensus on what organizations should be on this list? The definition includes "basic level of assistance, and often emergency care." More to the point, maybe an orphanage, for instance, is not an organization whereas a charity that places children in orphanages would make this list.--User:Brenont (talk) 22:09, 1 February 2008 (UTC)
