Can someone cite that bit on the bottom on how that Nicaraguan city terminated the sister city relation? WHY did the relationship end?

well in the page for Mashhad, Iran, is written that a sister city for Mashhad is seattle but in the page of Seattle thre is no name of Mashhad, how can this sistership be oneway???
