[edit] Load balancer, cleanup tag

I put the cleanup tag on the Load balancer article back in January for various reasons. Primarily the article needs to be wikified in arcordance with the Style Manual. There are also various gramatical errors and the article lacks context for those unfamiliar with computers. Aside from that, the content is goos, just needs a bit of a clean up to improve it, in my opinion.
