[edit] The Shire/City split in the table
While I understand that Melbourne LGAs have different titles (city/shire), as far as I am aware these titles have no strong basis behind the designation and they are not used in any significant classification of local government in Melbourne that I'm aware of. Certainly there is no support for it in the Local Government Areas of Victoria main article. The apparent assumption of the original editor that the city/shire distinction indicates some kind of formal metro and outer-metro split is incorrect, or at least misleading.
I have updated the template based on the classification scheme used by Local Government Victoria, in their 2006 Annual Report "Local Government in Victoria 2006", the most recent I can find. In summary, the annual report classifies Melbourne LGAs into Inner Central (Melbourne, Port Phillip, Stonnington and Yarra), Other Inner (13 Councils) and Outer Metro (14 Councils) - 31 total. The full list is
