In Minnesota, a Level 3 Sex Offender is a convicted sex offender who has been determined to be of a high risk of re-offending. One example of a Level 3 Sex Offender is Alfonso Rodriguez, Jr., the man who kidnapped and murdered Dru Sjodin. When a Level 3 offender is released from prison, there is a community meeting where the offender is going to live so that citizens know who is living next door to them. Tracking of all sex offenders out on supervised release is the responsibility of the Minnesota Bureau of Criminal Apprehension.
