This user account is a sock puppet operated by some user (talk).

It is not a bot, but rather a duplicate account created for the purpose of gaining the upper hand in discussions and evading unfairly imposed blocks.
Administrators: if this puppet is malfunctioning or causing harm, it's no use blocking it. There are plenty more where it came from.
