[edit] Citation Needed

From the Education section:

"In order to provide continuing education to sustain the economic momentum of the region, the government has established public learning institutions in the city, namely, Mariano Marcos State University, which was recently merged with the Ilocos Norte College of Arts and Trade (INCAT)."
