I believe this is free use because:

• a) The logo is only being used for identification purposes and does not impede the owner of the logo to operate in any way
• b) The image has been reduced in size from the source
• c) It is the logo of a television station, used only to show what the station uses. It is necessary because this has very much to do with the article
• d) There is no free alternative available
