By derivation kick-off also means the commencement of a project or an event, as if the project was a football match and when the ball was kicked off the match (project) started.
Kickoff Speaker is typically the first speaker of an event - the one who talks while people are getting seated, the one who paves the way for the rest, the one who kills time before the real speakers are up. He/she sets the tone of the meeting.
