This is the official emblem of Khartoum. If this image is not in the public domain, then it is fair use for use on the page for Khartoum and related pages.

Note from Lockesdonkey: Because ostensibly it is the product of the government of Sudan, I would normally be inclined to believe that this is in fact in the public domain, rather than fairuse. I am not inclined, however, to remove a preexisting copyright tag unless it is clearly wrong.
