I often find myself setting up computers for others. Here's the quick sketch of software I set up:
- Internet access

- Start -> Control Panel -> Scheduled Tasks
- Add a task to run "C:\WINDOWS\system32\defrag.exe C: -f" periodically (weekly?) when the computer will be switched on but basically idle.
- E-mail, IM, other things at user's request
