Kay Halloran was elected as the mayor of Cedar Rapids, Iowa, United States in November of 2005. She is a Democrat and former State Legislator[1], and a member of the Mayors Against Illegal Guns Coalition[2], an organization formed in 2006 and co-chaired by New York City mayor Michael Bloomberg and Boston mayor Thomas Menino.

She was the first woman to enter into a private law practice in Cedar Rapids, and is the city's second woman mayor.
