Kaul Singh Takhur (born 23 November 1945) is the Irrigation and Public Health Minister of Himachal Pradesh, India.

Kaul Singh Thakur was born in Village Sambal district Mandi, the son of Lachhman Singh Thakur. He has done B.A. at Punjab University, Chandigarh. He got married to Chinta Devi.The name of his second wife is Padma thakur. He is political and legal practitioner.[1]
He organised student's union in Government College, Mandi and got elected as its president. He also attended leadership, mountaineering and social service courses as senior Officer of National Cadet Corps. He is one of the C certificate holder in NCC. He represented Himachal in Republic Day parade at Delhi in 1967. He also performed traffic duties during the time of Pak-aggression in 1965.
He started his political career as a member of the Panchayat Samiti, Mandi Sadar. He was elected its chairman in 1973 and remained at the post till 1977. He did many developmental works at Panchayat level.
He got elected to the State Legislative Assembly for the first time in the year of 1977. He also headed a high powered State level Accident Enquiry Committee constituted by the Himachal Government. During this period he also remained the chairman of Pradesh Congress Committee and General Secretary of Congress Legislature Party. He got re-elected to State Legislative Assembly in May 1982 and remained Deputy Chairman of State Planning Board with the status of Cabinet Minister from April 1982 onwards till February 1985. After winning 1985 elections he was inducted in the Council of Ministers as Minister of State for Health and Family Welfare and remained at the post till February 1990. He was the General Secretary of the State Indian National Congress Party during the time period of 1992 to 1998.
He was elected to the house again in 1998 , 2003. He was appointed as Cabinet Minister for Irrigation and Public Health on 6 March 2003. He got elected for the sixth time in December 2007, and became the only cabinet minister after Vidya Stokes to win the 2007 election, as all the cabinet ministers of ruling congress lost their seats. Now the center is thinking him to provide more responsibilities in the state politics. In the upcoming years he is the important leader from Himachal who can save the sinking Congress in Himachal.
