This is a screenshot from the Tepco website showing all KK radioactivity monitoring stations shut down after the earthquake, and an apology in the bottom part. It was only like this for a short period of time, but the Flickr user took a screenshot then and released it under an appropriate license to be usable here.
The content from the page may have copyright problems, though I am not experienced enough to say weather it does or not, if this can't be a free image, there should be a good fair use case to use this image:
- It is only intended to use this in one article, about the KK plant to illustrate a point.
- It is not replaceable by another image, the event is over now. Nor is it replaceable by going to their site.
- The image will not prevent Tepco from making money from the site. Even though the site is not there for the purpose of making money, the reasons for us using this picture are quite different from the purpose of the site itself. This image is used to show an example of the reliability of the radiation detectors.
I hope this would work for fair use rational (if we need that at all). If you still find some reason that you just can't get along with this picture, please at least allow me another chance to revise this reasoning, this should by no means be a candidate for speedy deletion for the possible fair-use reasons listed above.
[edit] Apology for the detectors not working
I at first kind of thought/assumed that this was showing an error message, no, the message shown in the picture is actually kind of irrelevant, saying that #7 detector isn't working, the one pertaining to the earthquake was:
