This seems to be the same photograph as the copy in the National Library of Medicine. The NLM is operated by the federal government and its publications are in the public domain, but it is not know whether the NLM copy is a publication of the NLM or is merely in the NLM's collections.

The photograph is intended to represent a well known and significant person in the scientific discovery of autism. The use of the image is important because it is such a significant photograph, that a lack of the photograph would fail to put a face on the person who "discovered" autism. The image illustrates references made to it in several sections throughout the article. It should also be noted than very similar images to this one are on the internet in many sites which discuss the condition.
