According to the IOP copyright page http://www.iop.org/Copyright/page_2141.html , "Subject to subscriber status, reasonable amounts of IOP copyright protected material (other than logos) may be reproduced, distributed or communicated to others free of charge in any format or media for the purposes of research for a non commercial purpose or for private study or for internal circulation within an organisation."
Emphasis mine. I believe that there should be a comma before the emphasized passage and I believe that this use qualifies.

Since the United States is a KamLAND collaborator, this should count as a work of the US government.
