This picture is not the proper one, is misleading. This one is called "yazma". A kind of local scarf used for headscarfing, in rural area, especilly were the yoruks live, it is a motive of Turkish traditon. The man debate is not related to wearing "yazma", is related to a different kind of headscarfing, "turban", reflecting a political and religious attitude, aiming to conceal all of the hair. Also turban requires closing the body from top to toe, smetimes, except the face. These two issues are totally different.
