Low resolution?

Yes

Purpose of use

To illustrate what Justice Callinan looks like; and to significantly improve the article, which would be devoid of images apart from this one.

Replaceable?

It is almost impossible to take pictures of judges of the High Court. Taking photographs in court is illegal and punishable by fines, and judges do not appear in public due to restrictions on them talking to the media, etc. The official photo is the nearest that is available to members of the public. The image can therefore be deemed non-replaceable.

Other information Use of this photo, given it is an official government photo, will not financially disadvantage the Commonwealth of Australia.
