This is a promotional photo of Dr. Joseph Rothrock, used on the biography page about him and his work by the Pennsylvania Department of Conservation and Natural Resources. Since Dr. Rothrock died in 1922, this picture was taken and is believed to have been published prior to 1923. No opportunity exists to obtain a new free image of him, so it is believed the use of this photo in the article on him in the English Wikipedia would also be covered under the fair use clause of copyright law if the photo is somehow still under copyright.
