Yeah, the built-in Excel formulas can be pretty limited. If you really want to model it dynamically, you have to list out the specific cashflows with a line for each date and then calculate the time-value at that specific date. Then work backwards into an annual equivalence. I've done it a couple of times to prove out a business case - usually with the aim of showing a coworker that the extra level of detail and analysis is trivial when compared to the unknowns about the precision of his/her starting assumptions, but that's another story.
