This images qualifies as fair use in the articles Jax (Mortal Kombat) and Lynn "Red" Williams as it identifies the subject of the articles (Jax (Mortal Kombat) and Lynn "Red" Williams and critical commentary is offered on Jax and his appearance and actions in the movie Mortal Kombat: Annihilation.

No free equivalent is known to exist, nor can one be created. Jax is a fictional character, all images of him are necessarily copyrighted. The article discusses his role in the movie - and so any depiction from the movie will be copyrighted.
This is useless as a replacement for the movie - the commercial value of the movie is not harmed.
The value of a single frame relative to the entire movie "Mortal Kombat: Annihilation" is very small - at 91 minutes, the movie should have over 100 000 frames - this represents less than 0.001% of the total work.
