en:Jan Stanisław Jankowski, a Polish deputy prime minister kidnapped by the NKVD and murdered in the USSR after the WWII
The picture is a scan of one of the commemorative postage stamps issued by the underground Post of the en:Solidarity in 1985, on the anniversary of the en:Trial of the Sixteen. As a clandestine publication aimed at spreading the news that the Solidarity is there it is ineligible for copyright. It was never tagged as such, the author and the publishers kept their identity secret in order to avoid being arrested and, last but not least, even if the author was known, it would still fall under the {{PD-because}} tag
