James Reed Hallowell (born 1830) was a politician from Kansas. Hallowell grew up in Columbus, Kansas. He won election to the US House of Representatives in 1878 as a Republican, but Congress refused to seat him, because Kansas was only entitled to 3 seats in the House. He died in 1898 in Crawfordsville, Indiana.
