Hän syntyi Indianan Lawrenceburgissa ja vietti nuoruutensa Mississippin varrella Saint Louisissa, missä kiinnostui vesiliikenteestä. Hän sai nimensä äitinsä serkun, tulevan presidentin James Buchananin mukaan.
