On March 28, 2008 Dr. Jack Shepard notified the F.E.C. that he is no longer a candidate for President of the United States and filed his statement of candidacy for the U.S. Senate in the state of Minnesota, and he also filed and registered with the F.E.C. my statement of organization.


Dr. Jack Shepard is presently a candidate for the Republican Nomination for the U.S. Senate in the Minnesota Republican Primary on September 9, 2008.

Dr. Jack Shepard was born on Dec. 11, 1946 in St. Paul, Minnesota. He have two children Dave 20 years old and Bettina 19 years old. He was born at 1709 Bohland Ave. in St. Paul, Minnesota in the 4th Congressional District.

He graduated from the University of Minnesota with degrees in Bachelor of Science and a Doctor of Dental Surgery in 1970. He graduated from to High School at St. Paul Central and on the Honour Roll in 1964. He was a member of the St. Paul Central City Champion Tennis team for 3 years that they were city champions; 1962-1964. He earned my athletic letter for tennis at St. Paul Central High School. He was a Speech and Debate champion also at St. Paul Central and was honoured with membership in the National Forensic League.

He was born Jewish but at a very young age he let Christ into my heart and became a Christian.

He volunteered for the Untied States Air Force during the height of the Vietnam War in 1968 and became a Reserve Officer, United States Air Force 1st Lt. and in 1970 upon graduation from the University of Minnesota on July 4, 1970 He went on Active Duty for an indefinite period with the rank of Captain. At Sheppard Air Force Base He Graduated from USAF Medical Service School, Sheppard Air Force Base, 1970, He also graduated from the Physiological Training Course at Shaw Air Force Base in 1971 which trained and qualified me to flight in the second seat of a USAF Jet Fighter Aircraft. He won a marksmanship ribbon for shot an M-16.

Presently for the last 25 years; He has been working out of Rome, Italy as a Middle East specialist travelling through Europe and the Middle East.

On March 28, 2008 He notified the F.E.C. that he is no longer a candidate for President of the United States and filed his statement of candidacy for the U.S. Senate in the state of Minnesota. He also filed and registered with the F.E.C. a statement of organization.

The name of my organization that supports his candidacy is called the Jack Shepard for Senate Committee. Campaign Finance and Government Reform Issues

Support public taxpayer funding for federal candidates who comply with campaign spending limits.

He supports a designating Election Day as a national holiday.

He supports giving the President the power of the line item veto for items concerning appropriations.

He support a federal shield law to protect reporter-source privilege.

His positions on crime issues:

He is for Eliminate the use of the death penalty for federal crimes.

He supports programs to provide prison inmates with vocational and job-related skills and job-placement assistance when released. He if elected work very strongly to create a nationally a re-entry program that has funding so we can reduce the present fact that after 2 years ex-offenders have a rate of 40 to 60 % return to prison. He considers this is caused by the fact that presently there is not a well funded organized re-entry program for ex-offender when they as return to their community.

The states can not afford the expense of having thousands of non-violent offenders in prison. We must work to train them and help them join our communities.

He supports programs to provide prison inmates with drug and alcohol addiction treatment.

He supports reducing prison sentences for those who commit non-violent crimes.

He supports decriminalize the possession of very small amounts of marijuana and the setting-up special courts only to deal with drug crimes. Drug use is as much a medical problem as it is a criminal problem.

He supports strict penalties for internet crime (e.g. hacking, identity theft, worms/viruses).

It is urgent to immediately create a real ex-offender re-entry program- presently 2 in 5 ex-offender return to prison within 2 year- costing tax payer $50,000 for each one- he would massively spend those funds on programs working and increase funding for task force for faith-based and community initiatives US Department of Justice.

On education Issue

He supports the federal government funding universal pre-kindergarten programs.

He supports federal tax incentives to help families save for college.

He would require universities to disclose financial relationships with lenders.

He supports federal education standards and testing requirements for k-12 students (No Child Left Behind).

He would greatly increase availability of student low interest loans and scholarships.

On employment Issues:

He would Increase funding for national job-training programs that retrain displaced workers or teach skills needed in today’s job market.

He would reduce government regulation of the private sector in order to encourage investment and economic expansion.

He would encourage employers to offer child care services, flex-time scheduling, comp-time, and unpaid leave for family emergencies.

He 100% Support the right of workers to unionize.

He would offer massive low interest loans and support to poor American to open their own business.

On environment and energy issues:

He would strengthen the regulation and enforcement of the Clean Water Act.

He would strengthen the regulation and enforcement of the Clean Air Act.

He would encourage further development and use of alternative fuels.

He support the use of ethanol as an alternative fuel.

He would support research and development of nuclear reactors as an alternative energy source.

He support international voluntary emission targets to limit global warming.

He has stated we are 10 years behind in the construction of new safer nuclear reactors- we have no choice- relying on oil is bankrupting America and the coal we burn for electric is no acceptable for global warming.

On gun issues:

He would require a license to carry a concealed gun.

He would require a license to possess a gun.

He would require gun owners to store guns in a safe or lockbox, or to have them disabled with a trigger lock.

For him all guns when stored must have disabled with trigger locks by law.

His positions on health issues:

He would work to implement a universal healthcare program to guarantee coverage to all Americans, regardless of income.

He would allow the importation of prescription drugs into the United States.

He would offer tax credits to individuals and small businesses to offset the cost of insurance coverage.

It is the right of every American to have free medical service, like almost every country in the West, for example Europe, or the Canadians.

On immigration issues:

He would establish English as the official national language.

He would support a temporary worker program.

He would support harsher financial punishments for employers who knowingly employ illegal immigrants.

He would work to have Congress pass an immigration law.

On international aid, international policy, and trade issues:

He supports the United States granting aid to countries when extraordinary circumstances cause disaster and threaten civilian lives.

He supports the United States granting aid to countries when it is in the security interests of the United States.

America comes first but we do have a humanitarian responsible to help other in a time of need.

America should continue to provide leadership in the Israeli-Palestinian peace process.

America should support the creation of a Palestinian state.

America should impose greater international sanctions on Iran if it continues to defy United Nations mandates.

The United States support the Lebanese government against insurgent forces.

The United States should the withdraw most of its troops from Iraq.

His proposal for Iraq is he thinks there is a good chance to have a significant number of troops returning home this year or and be moved to more secure bases to be used as a rapid strike force in support of the Iraqi troop when the Iraqi Government will call for our help in a joint action.

He has been on record as advising not so much as a return home by the end of the year like the Italians, but more of having our American troop be more concentrated in bases that we already have; and be working more as quick reaction troops that could be called in by the future Iraqi Government to aid in specific actions.

This would get the major part of our troop off the streets that he thinks would not only be safer but smart because the less the Iraqi people see of our troops the more the Iraqi government can work to cool tensions between the Sunnis and the Shiites.

He is advising it here is a copy of his plan, which he has send to Secretary of Defense Gates.

Most America troops should be centred in 4 staging areas to be used as rapid responders in immediate support of the Iraqi Police Force and Iraqi Military who will almost immediately take over all contact and ground work with the Iraqi population:

Staging Area #1- Baghdad’s International Airport

Staging Area #2- Tallil AB- near Al-Nasiriyah in the South

Staging Area #3- H-1 an airstrip in the western desert

Staging Area #4- Bashur Airfield is located in Central Iraq approximately 356 kilometres North of Baghdad, & 50 kilometres Northeast of Erbil. Even though it appears as a small civilian airport we have reinforced its 6,700 foot long single runway

He is advising that American troops will be not walking the street so much. This will be much safer and less causality for our American troops but they will be available at a moments notice to support the Iraqi troops.

So we are still in Iraq, we prevent a mass civil war in the Middle East region but we have less causalities. This will be a major shift in present policy, but I have advised that presently this is the only way to proceed in Iraq.

The United States should increase financial support for Afghanistan.

The United States should not decrease financial support for Pakistan.

The United States should not decrease military support for Pakistan.

The United States should be involved in bringing an end to the violence in Darfur, Sudan.

The United States should be involved in bringing an end to the violence in the Democratic Republic of Congo.

The United States should not provide economic and military support to the Transitional Government of Somalia.

The United States should not use sanctions to encourage the government of Zimbabwe to end its human rights abuses.

The United States should support the creation of an independent nation of Kosovo.

This would be no reason to use military force against Iran and Syria - pressure Israel to let Palestine be created now! For me as a Middle East expert this the Palestinian question is at the center of winning the War on Terrorism.

He does support the United States involvement in intergovernmental organizations dedicated to trade.

He thinks our government should do everything it can to help increase America business to trade with other countries.

On national security issues:

The federal government should increase funding to states and cities for homeland security.

He does not support long-term use of National Guard troops to supplement the armed forces in assignments overseas.

The United States should expand its missile defense shield.

Work more on the root causes of terrorism - create Palestine is the root causes of terrorism - and end all Middle East conflicts

Same-sex couples should be allowed to form civil unions.

Sexual orientation should be included in federal anti-discrimination laws.

He supports federal funding for research on existing embryonic stem cell lines. Information

He does support affirmative action in public college admissions.

The federal government should continue affirmative action programs.

Every individual should have freedom as a right.

On social security issues

He supports letting workers to invest a portion of their payroll tax in private accounts that they manage themselves.

On welfare and poverty issues

He would where possible require welfare recipients to spend at least 40 hours a week in a combination of work and training programs.

He would continue to give states and local governments flexibility in and responsibility for welfare programs through federal block grants.

He supports housing assistance for welfare recipients.
