[edit] Summary

This is a jabot - a ruffled or pleated piece of fabric, usually white, worn at the throat of a woman's or man's shirt. Quite popular in the 1700's, today they are rarely seen. In modern usage, one might see a jabot worn by a verger at an Anglican church.
