The date 1241 looks like a mistake. Since hundreds of Danish names are first known from "Valdemar Sejrs Jordebog" also known as "Kong Valdemars Jordebog" (Liber Census Daniæ) from 1231, I can't imagine it being any other work, even more so as 1) Denmark had no similar contemporary work, 2) This census list also covered Danish Estonia and was so detailed it was used in Denmark for 400 years, 3) It is very often misquoted as dating from 1241. His only work dating from 1241 is the Code of Jutland. Valentinian T / C 10:00, 29 April 2007 (UTC)

"Elevation" for 1938 is a misinterpretation. All boroughs of Estonia were renamed towns of third rank on this date, no more. This is a pure matter of terminology.
