This template is used (or, I guess, would be if it wasn't broken) to create this style of documentation on a template with one line. It doesn't work, mostly because it has to do magic with <includeonly> and <noinclude> that isn't functional. It's an example of why templates are really limited if you're too dumb to figure these things out. I believe I fall into that category.
