Iowa Highway 946 is a state highway in the city of Dubuque, Iowa. It serves to connect US 52/US 61/US 151 with US 20. Originally, US 52/US 61/US 151 followed Locust Street in Dubuque and intersected with US 20, but in the 1990s, a freeway was constructed causing a direct intersection with US 20 unfeasible. Iowa 946 was created and assigned to the old Locust Street alignment. Iowa 946 is signed as TO US 20 on US 52/US 61/US 151[1].
